Director of Estimating
Basic Purpose and Function
The purpose of this job is to direct Austin Bridge & Roads Estimating Department in the preparation of detailed cost estimates and other related services.
Position Dimensions
Total annual volume is in the $200-400 MM range. Supervises 4-8 Employee-Owners.

Specific Duties and Responsibilities
- Reviews owner plans and specifications for "hard bid" type construction projects; determining both the nature and scope of the work to be performed. Evaluates the ability of subcontractors and company personnel to perform each work segment. Represents AB&R in preliminary meetings with owners to discuss the budget plan. Ensures that all issues and questions effecting the construction of the project are fully clarified before the estimating sequence begins.
- Assumes overall responsibility for preparation of the detailed cost estimate. Reviews all aspects of the completed estimate for accuracy and appropriateness before discussing the bid with the AB&R President and Operations Manager. Makes recommendations with respect to the specified language to be used in the proposal, etc.
- Works to incorporate pricing alternatives that provide the greatest opportunity for cost savings. Solicits the views of other AB&R personnel in an effort to identify other cost-saving measures.
- After the project has been awarded, works with the assigned Project Manager and Superintendent to ensure that they have a complete understanding of how the job was bid.
- Oversees the preparation of construction schedule. Ensures that updated schedules are provided based on approved changes orders.
- Oversees the training and development of new estimators assigned to the department; ensuring that they receive maximum exposure to training opportunities. Provides technical guidance as necessary to ensure that subordinates perform their duties in an expeditious manner.
- Stays abreast of changing technologies within the industry; attending conferences and seminars as necessary. Attempts to evaluate and respond to these changes in the market as they impact AB&R.
- Provides input, as required, for a variety of reporting requirements to include monthly reports, short-range and long-range strategic planning, etc.

Engineering Manager
Basic Purpose and Function
The basic purpose and function of this position is performing and overseeing engineering design for construction needs associated with bridge and road construction and reports to the Sr. VP Operations. This position is responsible for the on time delivery of engineering designs and services to operations for submittal, and approval of the owner or other approving authority. A qualified candidate will be able to effectively communicate with all levels of management. The ability to operate with limited supervision and supervise employee-owners in the engineering department is required. This position may require occasional travel to job sites and/or other locations to attend meetings or assist other employee-owners with their engineering needs. Some locations may require overnight stays.

Position Requirements
- Texas Professional Engineer licensure or ability to gain licensure within four months.
- Bachelor Degree in Civil Engineering
- Civil Engineering design experience to include wood, steel and concrete designs for temporary construction systems and falsework
- Broad base of knowledge is expected, such as geotechnical for use in piling, footings and cofferdam designs
- Minimum of 5 - 10 years of experience in the construction industry – Heavy/Highway and Bridge experience is a plus
Estimator
Basic Purpose and Function
Assists in the preparation of cost estimates, prepares construction budgets from cost estimates, and handles contract administrative paperwork.
Position Dimensions

- Prepares the bid to cost conversion for accounting’s use in performance reporting

Field Engineer
Basic Purpose and Function
Assists Engineering Manager in direction of job layout and survey data on civil engineering projects such as roads, railroads, box culverts and bridges. Provides support for project managers, superintendents, field engineers, and estimators for job set-up, job cost control and material procurement.

Project Engineer
Basic Purpose and Function
This position provides for supervision of all calculations and layout of control for the project or projects, supervision of the quantity and quality control, and general administrative / engineering design implementation for the project to assist the project manager in keeping the job on schedule and below estimated cost.

Specific Duties Performed (But not limited to):
- Directs all field survey work, decides basic controls and degree of accuracy for various applications to ensure that structures are located correctly.
- Coordinates with superintendents to schedule daily/weekly needs for surveyors to keep crews from experiencing down time due to waiting on engineering.
- Resolves control discrepancy with owner, resolves engineering problems with owner's representative.
- Calculates or supervises calculations required from plans to provide control data .
- Assumes responsibility for quality control of construction operations to the extent not done by the owner and reports findings to the project superintendent.
- May be directed to assume responsibility and supervision of routine administrative matters, material control procedures, quantity control, cost reporting, scheduling, to aid the project superintendent in controlling costs.
- Keeps the personnel working under his control productively involved at all times to assist in controlling total project cost.
- Provides training of survey personnel and foreman in proper surveying techniques and the use of survey instruments as required.

This position will provide overall supervision and coordination on one large project or may control several small projects that require interfacing of structures, roadway, and other operations. Plan and schedule the resources required to complete the project ahead of schedule and below the estimated cost. This position requires maintaining a good working relationship with inspectors, developers, vendors, subcontractors, etc.

Scheduler
Basic Purpose and Function
Plans and prepares production schedules for civil construction projects.

- Analyzes production specifications and plant capacity data and performs mathematical calculations to determine construction processes, equipment & tools, and human resource requirements.

Scheduling Manager
Basic Purpose and Function
The basic purpose and function of this position is to establish standard methods and procedures to be used by other schedulers and to assure that all standards are adhered to.
Position Dimensions

- Position requires strong administrative and accounting skills.
- Position requires ability to operate with limited supervision.
Supervisory Responsibilities
Supervise employee-owners in the scheduling department and others involved in the scheduling process. Responsibilities include training employee-owners; planning, assigning and directing work; conducting MAPs; rewarding and disciplining employee-owners; addressing complaints and resolving problems.
Supervisory responsibilities will be extended beyond direct report schedulers to include other employee-owners that perform scheduling duties but report to others, such as Project Managers, Project Engineers, Project Schedulers, Estimators or other persons. The ability to be effective when dealing with piers is crucial.
Skills, Knowledge, Qualifications and Experience
- Proven thorough knowledge of Primavera scheduling software
- Minimum of 10 years of experience in the construction industry – Heavy/Highway and Bridge experience is a plus
- PSP (Planning & Scheduling Professional) Certification is a plus

Overall responsibility for the best use of scheduling software and systems by all employee-owners through establishment of standards, training and monitoring of construction schedules throughout the company. This includes the responsibility of assuring timely, accurate, up to date, advantageous construction schedules which address all past, existing and potential delay, impact or other claim situations.
